Practical work with the hromadas will include:
- a series of webinars for hromada specialists on developing and implementing the Hromada Charter;
- a roadmap and expert support for each hromada in developing its individual draft Charter;
- individual expert consultations and recommendations throughout the Charter development and implementation process;
- an experience-sharing meeting to discuss lessons learned and plan the further implementation of the Charter provisions.
“It is important for us that the development of a Hromada Charter does not become merely a formal exercise to comply with a legal requirement. The Charter should serve as a practical tool that gives residents clear opportunities to influence decisions in their hromada — through public hearings, local initiatives, consultations, and other forms of participation,” said Polaris Programme expert Pavlo Pushchenko. “At this stage, our task in supporting hromadas is also to help them take into account their individual characteristics and establish provisions that will ensure the effective functioning of the participation mechanisms provided for by law.”
By the end of 2026, all hromadas in Ukraine must adopt Hromada Charters or bring their existing Charters into compliance with the requirements of the Law of Ukraine “On Local Self-Government in Ukraine.”
