The nationwide selection of hromadas for cooperation with the Programme took place from 17 September to 1 October 2024. As of 1 October 2024, 38 applications were received from 38 hromadas across 13 regions. These included 16 urban hromadas, 11 settlement hromadas, and 11 rural hromadas. The highest number of applications came from hromadas in the Poltava region, with a total of 18.
Selection Details:
- Stage One (2-8 October): Applications from 38 hromadas across 13 regions were reviewed and ranked based on alignment with the Programme’s goals and logistical considerations. Ten hromadas were initially shortlisted (5 urban, 2 settlement, and 3 rural), with five additional hromadas listed as potential replacements.
- Stage Two (9-14 October): Interviews were conducted with heads of education departments in the shortlisted hromadas. These interviews assessed motivation for participation, current conditions of educational services, readiness for school network optimisation, and willingness to sign a cooperation memorandum with the Programme.
Following these interviews, two hromadas initially selected were replaced by others from the reserve list due to differing priorities identified during discussions.
The final list of ten hromadas was confirmed for partnership, focusing on strengthening the institutional capacity of educational authorities, optimising school networks, and developing specialised senior schools. This list has been coordinated with the Ministry of Education and Science of Ukraine.
