On 29 July, the expert team of the Polaris Programme “Supporting Multilevel Governance in Ukraine” held a webinar for the Kolomyia urban territorial hromada “Engaging Starostas in the Development of the Hromada Development Strategy.”
The webinar brought together the Deputy Mayor, starostas, representatives of the Department of Economy, the Department of Education and Culture, executive bodies of the City Council, and other members of the working group responsible for developing the Strategy.


“It is important for us that the Hromada Development Strategy be based not only on statistical indicators, but also on the actual needs of residents in each starosta district. The practical recommendations and tools we received through this cooperation will help starostas organise meaningful dialogue with residents, systematise their proposals, and take them into account when preparing the Hromada Development Strategy. This makes strategic planning more open, evidence-based, and reflective of residents’ vision for the future of their communities,” said Inna Tkachuk, Head of the Department of Economy of the Kolomyia City Council.
The hromada will be able to use the materials received during the webinar at the next stages of work on the Strategy and its Action Plan. They will also support more systematic involvement of starostas in strategic planning and improve coordination across different areas of the hromada’s development.
